This fixes what may be the most glaring flaw in the existing Constitution, the ability of the President to pardon his own goons, or as we saw with Ford and Nixon, the ability of a President to get one of his goons to pardon him. The President still has pardon power over everyone else, and a relatively small body, the Advocary College, is given the power to pardon the people working for the President, in Topic 6.K.4.

Now our long national nightmare of royal Presidents should be on the wane.
